A person who can ensure the core needs are met (like ensuring you have a design that works well on mobile devices), but that will be viable long term, with as easy a learning curve as is possible to help users actually use the site, instead of working around it. A site going live is just the beginning, and that is why it's important to have a developer who cares about how the site will be used and kept up over the years, as websites have a way of not being updated for most people as often as they think they will, and who knows what five years from now will bring?
